Position: Police Officer Recruit
Job Overview
The Police Officer Recruit is a non-sworn civilian role that attends a California POST-certified police academy to train for the responsibilities of an entry-level California Police Officer. Before the academy, the recruit participates in a pre-academy program including physical training and educational sessions on law enforcement fundamentals. Upon graduation and certification, the recruit may be appointed as a probationary Police Officer with the Oakland Housing Authority Police Department.
Essential Functions
Complete rigorous academy training involving written assignments, physical conditioning, and scenario-based tests.
Receive instruction on patrol methods, criminal law, community relations, safe firearms operations, emergency driving, and other law enforcement subjects.
Minimum Qualifications
High school diploma or GED.
At least 20.5 years old at the time of application.
Valid California driver's license with an insurable record.
Eligibility for a California POST-certified Basic Police Academy.
U.S. citizenship or permanent residency with pending citizenship application.
No felony convictions or any disqualifying convictions related to firearm possession.
Willingness to work nights, weekends, holidays, and rotating shifts.
Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese, or Spanish are a plus.
Knowledge and Abilities
Basic understanding of law enforcement terminology and concepts.
Ability to complete a POST-certified Basic Police Academy successfully.
Strong communication skills, both oral and written.
Capability to learn and apply California Vehicle and Penal Codes and court procedures.
Ability to respond effectively in emergencies, apply policies, and work collaboratively with others.
Physical Requirements
Ability to work indoors, outdoors, and around potential hazards including exposure to temperature changes, chemicals, loud noises, and airborne particles.
Additional Requirements
Possession of a California POST Entry Level Law Enforcement Test Battery (PELLETB) score of 42 or higher within one year of application submission.
Completion of the National Testing Network assessments in situational judgment, report writing, reading, and public safety, with scores valid for one year.
Selection Process
The application process includes a physical ability test, oral interview, and a review of personal history. Successful applicants are placed on an eligibility list and undergo polygraph testing and an extensive background investigation. Finalists complete a Chief's interview and, if selected, must pass a medical and psychological exam.

Salary: $63,772.80 - $107,660.80 annually
Leave: Sick leave (accrued monthly), vacation (10 days per year for new employees), and 15 paid holidays.
Retirement: Enrollment in the Public Employees' Retirement System (PERS) with PEPRA 2.7% at 57. Participation in Social Security.
