Position Overview

Are you an experienced Project Manager interested in starting a Project Management Office from the ground up? The Illinois Lottery is hiring a Project Manager in Operations & Technology to establish and maintain the Project Management Office. The successful candidate will have extensive knowledge in Project Management disciplines, experience managing vendors, working with contracts and performance metrics, and coordinating large, technical projects. Essential Functions

  • As the Director of Program Management establishes a formal Program/Project Management Program for the Illinois Department of Lottery.
  • As the Director of Program Management, directs large-scale agency wide projects involving extensive vendor management and contract administration ensuring metrics, budget, quality, and deliverables are met.
  • As the Director of Program Management, ensures through subordinate staff, proper risk analysis is performed for emergency requests, impact analysis is performed, and agency needs are always met.
  • Serves as a full line supervisor.
  • Gathers technical requirements, business requirements, future requirements, performing analysis, and project submissions for the governance process.
  • Performs other duties as assigned or required which are reasonable within the scope of the duties enumerated above.

 

 

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible experience, preferably in writing, interpreting, and enforcing vendor contracts, project management, business analysis, change management, and risk management.

 

 

Preferred Qualifications

  • Prefers a bachelor’s degree in law, Statistics, Business Administration, Economics, Engineering, or Information Technology.
  • Prefers five (5) years of experience managing vendors.
  • Prefers five (5) years of experience interpreting, writing, and participating in the creation of contracts.
  • Prefers five (5) years of experience successfully managing and/or coordinating large complex technical projects.
  • Prefers five (5) years of experience developing, monitoring, and maintaining operations performance metrics.
  • Prefers extensive knowledge of Project Management disciplines.
  • Prefers three (3) years of experience providing a gap analysis assessing the current state and the end state by defining the steps necessary to complete the project.
  • Prefers three (3) years of experience demonstrating a high level of oral and written communication skills.
  • Prefers experience utilizing Microsoft Excel at an intermediate level.
  • Prefers experience utilizing project management tools including Microsoft Word, Visio, and Adobe Acrobat at a basic level.

Term Appointment:
